It needs a real form

The PDF must have actual AcroForm fields — made by Acrobat, LibreOffice Draw, or a government form builder. A scanned or flattened PDF has nothing to fill, and no tool can add fields to one for you. Not sure? Upload it: the first thing shown is the list of fields found. Nothing is stored — files are processed in memory and discarded after 30 minutes.
